Deusto students reopen the debate on the regulation of bullfighting events and the establishment of a distinct minimum wage (SMI) in a mock parliament

In this eighth edition, two legislative initiatives from the current parliamentary term have been used as references.

Basque Parliament Simulation

For the eighth consecutive year, the University of Deusto has organised a new edition of the Basque Parliament simulation, an experiential learning project in parliamentary law made possible by the ongoing educational collaboration between the two institutions. The simulation involves a complete legislative process, modelled on that of the Basque Parliament, in which students process parliamentary initiatives from start to finish, supported by a teaching team that advises on their proposals. In other words, the Basque Parliament is reproduced in detail, with its 75 members, parliamentary groups, advisory staff, legal advisers, committees, working groups, and plenary sessions.

Through this initiative, Deusto and the Basque Parliament consolidate various teaching, learning, and communication methodologies related to parliamentary activity, contributing to the education of young people on the nature, role, and functions of the chamber representing Basque citizens. The programme addresses real and current issues, such as places of worship, Historical Memory, and institutional transparency in the Basque Country, among others.

For this edition, two legislative initiatives from the thirteenth parliamentary term were used as the basis for study and debate: the bill regulating traditional bullfighting events in the Basque Country, and the popular-initiative bill proposing amendments to the revised text of the Workers’ Statute to establish a distinct minimum wage (SMI) in accordance with the provisions of Article 150.1 of the Spanish Constitution.

The two working groups and simulated committees concluded with two plenary sessions: one at Deusto and the final session on 24 March at the Basque Parliament, where the regulation of bullfighting events was debated.
