Deusto Law School brings together leading judges and professional experts to discuss current legal issues

The 5th Jornadas Jurídicas por la Palabra Conference will examine topics such as the state of the power sector and liability arising from blackouts, as well as reforms to urban planning legislation, among others.

On 16 and 17 October, the University of Deusto will hold the 5th Jornadas Jurídicas por la Palabra Conference, a forum of lectures and debates organised in collaboration with the Biscay Bar Association, the Professional Judges Association, the Judges’ Foundation, and the Basque Government’s Lawyers Association (ALEGO). This is one of the most important law events in Spain and has also been declared of institutional interest by the Council of the Judiciary of Argentina.

More than 150 professionals will take part in this event, which, in both face-to-face and online formats, will explore current issues such as reforms to urban planning legislation, access to the civil service with particular attention to the competitive examination system, and the urgent need to examine the state of the power sector in Spain and the liability arising from blackouts. Two specialist judges and the Director of Regulation at Iberdrola will take part in this debate.

The Conference, organised in collaboration with the Basque Government, the Biscay Provincial Council, Bilbao City Council, Osakidetza, and the publisher Aranzadi La Ley, will also address other health-related topics, such as: “El derecho a la protección de la salud como derecho constitucional; estado actual de la investigación y su financiación como asignaturas pendientes”, with speakers from Osakidetza and the DalecandELA Association; “Verdades biológicas y mitos médicos; diferencias clave en terapias regenerativas” and “Casos históricos de ponderación de derechos cuando la salud está en juego”.

The event will be officially opened on Thursday, 16 October at 9:00 in the Auditorium by the Vice-Rector of the University of Deusto, Aitziber Irigoras; the Bilbao City Councillor, Gonzalo Olabarria; the Minister of Justice and Human Rights of the Basque Government, María Jesús San José; the Provincial Deputy for Public Administration and International Relations, Ager Izagirre; the Dean of the Biscay Bar Association, Maite Morillo; the President of ALEGO, Mikel Gotzon Casas; and the Director of the Conference and Territorial President of the Professional Judges Association of the Basque Country, Emilio Llano de Espinosa Vázquez de Sola.

This will be followed by the opening lecture, titled “El Derecho Administrativo como antídoto de la arbitrariedad de la Administración y el legislador”, delivered by Emeritus Professor Tomás Ramón Fernández, followed by the lecture: “El Tribunal Constitucional ante el Derecho de la Unión Europea y el Tribunal de Justicia de la Unión Europea”, presented by José María Macías, Judge of the Constitutional Court.

Following this first day at the University of Deusto, the second session will be held on Friday, 17 October, at the Bilbao Bar Association. It will examine issues such as “Nuevo plan general de ordenación urbana de Bilbao y la regulación de los pisos turísticos” and “Los derechos fundamentales a la intimidad y privacidad; su incidencia en la infancia”. Avances legislativos en la protección de los niños y niñas y adolescentes. Los nuevos tribunales de violencia sobre la infancia" and "Constitución Española y derechos históricos de los territorios forales".  

The conference will be closed at 13:30 by José Ramón Intxaurbe, Dean of Deusto Law School; Silvia Gutiérrez, member of the Governing Board of the Bilbao Bar Association; and Aner Uriarte, sole presiding judge of Bilbao.
