El Dr. Peña ha publicado numerosos libros, capítulos de libro y artículos en revistas científicas sobre temas relacionados con el emprendimiento y el desarrollo regional. Es el investigador principal del Equipo de Investigación “Innovación, Conocimiento, Emprendimiento y Sostenibilidad" donde lidera proyectos competitivos como RETOS (a nivel nacional) y Grupo Reconocido modalidad A (a nivel de Comunidad Autónoma del País Vasco). Ha sido responsable de la Dirección Técnica del proyecto GEM (Global Entrepreneurship Monitor) en España, y del capítulo nacional del proyecto internacional PSED (Panel Study of Entrepreneurial Dynamics). Asimismo, ha ejercido como miembro del Consejo Asesor del Proyecto “Inclusive Entrepreneurship” auspiciado por la OCDE y la Comisión Europea (2011-2014). Puso en marcha la red de Business Angels “CRECER +” que sirvió para conectar a distintos agentes del ecosistema emprendedor de la Comunidad Autónoma del País Vasco con el fin de fomentar la actividad emprendedora de alto potencial de crecimiento.
