On 27 February 2020, public and private sector actors from the Basque Country and Wales met at the Basque Country and Wales Territorial Competitiveness Forum organised by Orkestra - Basque Institute of Competitiveness and the Cardiff University at the University of Deusto.
The session aimed to present the main conclusions of the analysis carried out by Orkestra, regarding the evolution and implementation of the Basque intelligent specialisation strategy, based on the work: Apostando a largo plazo: la experimentación de la especialización inteligente en el País Vasco 2016-2019. The work focuses on studying the progress made during this period in order to contribute to the development of the Basque Government's next Science, Technology and Innovation plan.
Participants in the session included Kevin Morgan, Professor of Governance and Development at Cardiff University, one of the forerunners of the European RIS3 strategy, who stressed the need for inter-regional collaboration to advance the development of this strategy at a European level. In his lecture, he pointed out that inter-regional collaboration is key "to generating a critical mass and exploit complementarities in order to build a European value chain that avoids the fragmentation and duplication of capacities involved in the internal management of local ecosystems”.
Based on this premise, representatives of the Government of Wales and the Basque Country, as well as actors involved, jointly reflected on the guidelines to be considered in order to guarantee the future effectiveness of this strategy.
